Losing Students to High-Stakes Testing

My Phi Delta Kappan article, “The Test Mess”, condensed in the April 2004 Education Digest, examined our status on state and federal accountability and standardized tests. It was clear then that tests and accountability would not disappear— or even diminish—as the central mechanisms of the national effort to improve education. It was also clear that many efforts then being made faced some doubt or difficulty. This year, most of the issues in play are even more complex.
