When Keith Gayler, of the Center on Education Policy, in Washington, D.C., first started looking at state high school exit exam results a little over two years ago, he felt great concern. “When I started this, I was worried,” he said. “I felt like states were just making a leap of faith on these exams, and so many students were going to be affected. That was frightening.”
